Duggan tried to cover up Malice Green murder
While we're all feeling warm & fuzzy about Mayor Mike Duggan's smiling platitudes about the police accountability movement, here's a reminder that in 1992 when he was the Wayne County Deputy Executive, Duggan was the one who pressured the Wayne County Medical Examiner (Dr. Kalil Jiraki) to change the autopsy report on Malice Green, who had just been infamously beaten to death by Detroit Police, mere months after Rodney King's beating touched off the LA Riots.

Jiraki proved to a jury that this incident actually occurred, after he was fired for not complying. Although Duggan was named in the complaint and personally fingered for the intimidation, he was not named in the verdict. Don't you think that's odd?

As it turns out, Jiraki was apparently no fool; he knew how to play Duggan's game. In the still-early days of the internet, Jiraki bought the web address "mikeduggan.com"...
In 2013 Wayne County Sheriff Benny Napoleon ran against Mike Duggan for mayor of Detroit, and at the debate Napoleon brought up the autopsy coverup again:
"Detroiters need an honest mayor who will be straight with the public, not someone who will try to dupe the voters like Mr. Duggan did as Wayne County Prosecutor when he intimidated the medical examiner to say Malice Green's death was caused by cocaine and not by police brutality."
Now, I'm not going to act like Benny Napoleon isn't as corrupt as a $3 bill, but for a cop (and fellow Wayne County employee) to come out like that—essentially crossing the “thin blue line”— to criticize Duggan speaks volumes. Here is the article where he is quoted:

Malice Green was beaten to death by out-of-control cops, and Duggan's response was to threaten the medical examiner to change the autopsy report. Let that sink in.
Mike Duggan is absolutely the biggest sleaze of a mayor that Detroit has had in my 42-yr lifetime, bar-none, and speaking as a local historian, Duggan ranks in the top 5 sleaziest Detroit mayors EVER, and we've had a lot of them. He belongs in jail, yet because he was connected to the old McNamara political machine decades ago, he has remained immune from any accountability, and the local media is generally afraid to call him out, or bring up his many past scandals, which (along with the short memories of suburban voters) is why he has an undeserved good reputation. Also, I think many suburbanites have a subconscious desire for Duggan to be the "white Coleman Young"...ask me how I know, lol.

Here is another more recent article from 2017, detailing Duggan's involvement in the Malice Green coverup, as well as the other greed and racism-driven boondoggles on his career path / trail of destruction to the mayor's seat:
Hey, speaking of Joe Biden, the story takes an interesting twist here... back in 1994 Dr. Jiraki actually sent a letter to Biden, who was then chairman of the US Senate Judiciary Committee:

You may recall that the Miller-Canfield law firm was intimately entwined in the Detroit "bankruptcy" case, and that Dave Massaron, Mayor Duggan's current Chief Financial Officer, was a former partner at Miller-Canfield. And for awhile during the 2020 presidential election it was being whispered that Joe Biden's administration had a potential appointment for Duggan.
Mayor Duggan's son Ed Duggan, who was an automatic nepotism-hire by the incoming Whitmer administration, and who recently scored a sweetheart position as the Biden campaign’s Michigan political director (despite having no real qualifications other than being Mayor Duggan's little prince), already got caught feeding state contracts to his political buddies in Michigan.
And that's just the tip of the iceberg...this is how the "Ole Boys' Club" rolls, folks. As it turns out, Duggan has realized that there is a lot more gravy to slurp here in Detroit than in Washington DC, and it's a lot easier to get at. He ain't about to go anywhere folks.
